The Return of Star Wars—This Time with Nuclear Weapons

Is the world approaching a space-based Pearl Harbor? That question has gained increasing prominence in recent days, particularly following statements by two influential military commanders—one German and one American—warning that Russia may be pursuing ambitions extending well beyond the militarization of space.

The story dates back to 2022, when Moscow launched a Soyuz rocket into an orbit approximately 2,000 kilometers above the Earth's surface. The launch fueled suspicions that Russia might be preparing to violate one of the international community's most important prohibitions: the deployment of nuclear weapons in outer space.

In mid-June, General Michael Traut, commander of Germany's Space Command, stated that he could not rule out the possibility that Russia was developing the technology necessary to place a nuclear warhead in orbit.

Traut was not the first to raise such concerns. In April, General Stephen Whiting, commander of the U.S. Space Command, warned in an interview with The Times of the danger of a "space Pearl Harbor." He argued that Russia's reported plans to deploy nuclear weapons in low Earth orbit pose a serious threat to global security and could eventually trigger a surprise attack comparable to Japan's assault on the U.S. Pacific Fleet at Pearl Harbor in December 1941.

Is Moscow genuinely attempting to reshape the global balance of power? After Ukraine's prolonged resistance—and with Western, particularly American, space capabilities playing an increasingly important role in supporting Kyiv—has the Kremlin concluded that space has become the next strategic battlefield?

Before attempting to answer that question, it is worth examining the broader history of the militarization of space.

Russia was certainly not the first nation to contemplate such a strategy, even if doing so would violate the 1967 Outer Space Treaty, which stipulates that outer space should be used exclusively for peaceful and scientific purposes and prohibits the placement of weapons beyond Earth's atmosphere.

History records an important precedent.

In 1962, the United States conducted Operation Fishbowl, detonating a 1.4-megaton nuclear device approximately 400 kilometers above the Pacific Ocean. The explosion generated an enormous electromagnetic pulse (EMP) that damaged several early satellites and disrupted electrical infrastructure as far away as Hawaii.

A comparable detonation today would have consequences of an entirely different magnitude.

Modern civilization has become fundamentally dependent upon space-based infrastructure. A nuclear explosion in low Earth orbit could cripple the Global Positioning System (GPS), disrupt satellite internet networks, disable military communications, and severely compromise the operation of advanced defense systems.

Several weeks ago, the American magazine Politico published an extensive report examining precisely this scenario. It warned that the loss of GPS capabilities could produce widespread panic across both maritime and aviation sectors. Early indications of such vulnerabilities appeared during March and April, when significant satellite-navigation interference affected the Baltic Sea region.

Experts attributed the disruptions to Russian electronic warfare activities, while European officials suggested they may have served as rehearsals for potential future military operations against countries in the region.

Germany has emerged as one of the European countries responding most actively to these concerns. Space defense has consequently become a central component of the modernization of the German armed forces, whose mission now extends beyond safeguarding Germany's and its allies' access to space to include limiting an adversary's ability to exploit the space domain.

The United States has adopted a similar course.

In response to these emerging threats, Washington plans to increase spending on space defense to $71 billion, representing roughly one-tenth of the overall U.S. defense budget.

Do these developments signal that armed conflict beyond Earth's atmosphere is becoming increasingly likely?

As competition among the major powers for strategic dominance in space intensifies—and as dependence on space-based services for communications, navigation, intelligence, and military operations continues to grow—the risks of confrontation inevitably increase as well.

NATO allies appear increasingly convinced that Russia places little weight on international treaty obligations. Some analysts even believe that concerns about China's rapidly expanding space capabilities may prove more consequential over the long term than those posed by Russia alone, reinforcing Western efforts to accelerate their own military space programs.

Writing in the scientific journal Nature, Eric G. Golian, an American nuclear security expert at the Massachusetts Institute of Technology, has proposed the development of a small spacecraft capable of definitively detecting the presence of nuclear weapons in orbit.

The question that remains is both unsettling and unavoidable:

Has the Earth become too small for humanity's wars, leaving the stars as the next battlefield?
